Decentralization in Boliva: A Model Under Construction

This case study by a Swiss Expert directly involved in the process of decentralization shows that even when the political will favors decentralization it is still a long-term process. The official recognition in 1994 of the traditional organizations of the civilian population - Indian communities, farmer groups and local organization - in the Law of Popular Participation (" Loi de Particiation Populaire") is considered a milestone. An important element of the promising decentralization process in Bolivia is the conviction that local actors are capable and willing to assume the responsibilities and administer the financial means and institutions available to them.
