The New York-New Jersey Harbor Estuary Program (HEP) is the lead program for EPA Region 2 for issues related to Jamaica Bay. A few of the primary focus areas include water quality, habitat, and public education. It is one of 28 National Estuary Programs authorized by the Clean Water Act and is made up of numerous federal, state and local government entities, as well as non-profits, business and academics. EPA also has an agency role in wetland, dredging, brownfield, air, water quality, environmental impact, and landfill issues related to Jamaica Bay.
